Necromancers are evil sorcerers who use their magical powers to let the dead "wake up",trapping the soul into the skeleton,controlling whats left of the body,making them as their "undead" minions.The Shadowscythe had many Necromancers under their command(maybe they still have).List of the most powerful Necromancers in lore:Bal Gravestorm, Obsidia, Noxus, Zorbak and Kabroz (Zorbak and Kabroz are maybe not the most powerful, but people know their names),and the Necromantress(Lady Vayle).They can control any dead soul and use it for their own benifits.(Long Unlive The ShadowScythe!!!)
